affixed on verso are cut squares covered with a piece of paper
as the 5c
PSE already the proper outbound civilian rate.
Paper probably
later peeled (reminds me of the Beatles "BUTCHER" album) off.
This is the
5th Columbian envelope that I have seen used in the Philippines.
